in slapd.conf I have:

database        bdb
suffix          "dc=mdah,dc=state,dc=ms,dc=us"
rootdn          "cn=adam,dc=mdah,dc=state,dc=ms,dc=us"

Thats where I create "dc=mdah,dc=state,dc=ms,dc=us"", right?  Or do I
need to do something to create it somewhere else?


Yes, you must create it in your LDAP database, too, with LDIF. See the URL's above.
