you must add this lines in your ldap base

dn: ou=people, dc=test, dc=com
ou: people
objectclass: organizationalUnit

dn: cn=Manager, dc=test, dc=com
cn: Manager
objectclass: organizationalRole (not person )

the command is

dapadd -D "cn=Manager, dc=netmate, dc=com" -W -f
pass.ldif`
