releng plans

Here is a brief summary of my release engineering
thoughts.  These dates are, of course, WASGs.

1) Release 2.2.16 by 2 Sept.
2) Move 2.1 to "historic' by 9 Sept.
3) HEAD cleanup (unifdef/rm cruft) by 16 Sept.
4) branch OPENLDAP_REL_ENG_2_2 by 23 Sept.
5) Alpha 2.3 by 30 Sept.
