It's possible (but by no means certain) that you can find elements
of the NADF (North American Directory Forum) schema at
ftp://ftp.gte.com/pub/nadf/nadf-docs/

You may also ask Einar Stefferud <stef@nma.com> about them; he was heavily
involved in this *very* frustrating effort.

FIPS is US Government Federal Information Processing Standards, methinks.
