back_meta is provided as a module. You just need:

olcModuleLoad: back_meta

The slapd package ships all of the core backends and overlays plusselected contrib modules. You can see the whole list (for Ubuntu 16.04)here: http://packages.ubuntu.com/xenial-updates/amd64/slapd/filelist
