Please note that package versions you mentioned above do not have any meaning for the OpenLDAP project since the project only releases source tar-balls (currently openldap-2.4.40.tgz).
Whatever is done by a binary package maintainer is not known to the audience here. Installations based on binary packages can differ very much! There can even be local patches applied completely unknown here.
