suse compiles slapd with static overlays so you don't have to include
modules.

/usr/lib/openldap> ./slapd -VVV

Included static overlays:
    ppolicy
    syncprov
Included static backends:
    config
    ldif
    monitor
    bdb
    hdb
    ldap
    relay
