Except when they aren't (contextCSN's match but the DBs do not).  Which was 
certainly possible in some of the 2.3 releases. ;)  I'd also highly advise 
setting syncprov-checkpoint if one's going to be doing hot slapcat's of a 
DB (it would actually be nice if perhaps slapcat could force that before 
doing a dump).  That'd be fairly useful for delta-syncrepl in light of 
ITS#5378.
