So, to hold these DNs, you have to choose the most shallow common dn, which is c=fr. Alternatively, you can have separate databases, one for each suffix. The final option is to use a different base dn for your database, which will be common to all of your organisations. Which solution you use will depend on aspects like replication, index settings and possibly ACLs.
