Question regarding password policy control usage with simple (username/password) bind authentication

The man page for the bind operations appears to indicate (from the
function prototypes shown there) that controls are only passed with the
SASL variants of the bind functions.  How would the client support
reporting the results of password policy controls received from a server
in the context of a simple bind operation?
