Overlays don't hurt if you don't turn them on in your configuration with
the 'overlay' directive. Distirbutions would likely be better off
--enable-overlays and having them all available to the interested user.
Otherwise they'd be entertaining a change request every time OpenLDAP
decides to introduce a new overlay.
