It means that the attribute 'privLanguage' has no
equality matching rule and hence cannot be used for
naming purposes.  If you do not understand the terms
used here and/or naming requirements, I suggest you
read draft-ietf-ldapbis-models (available from the
IETF, as well as in doc/drafts).
