This is one of the overlays we developed at Symas. In addition to the man
page, we wrote a set of tech tips, one of which covers the Attribute
Uniqueness overlay. They are located here:

If you built it statically, yes. If you built it with dynamic modules then
you can just reconfigure OpenLDAP to include the attribute uniqueness
overlay and then add it to your running server.
