That note was updated in error. I have changed it back to '4.2' in CVS
and the next 2.2 release will read as such. There are no changes in
the code that require 4.3; 4.2.52 is still supported and will continue
to work for the foreseeable future.
Of course, there is still the problem of 4.2 keeping the log files open
for read-only transactions, and you need to patch both BerkeleyDB and
OpenLDAP to avoid that issue, as discussed here previously. Using 4.3
means you don't need that particular patch.
