Another odd is packaging, the default install for server or client may not pull in all the RPMs you are expecting:
openldap-devel-2.X.XX-X (include files + ldap libs)
openldap-servers-2.X.XX-X (slapd, ...)
openldap-2.X.XX-X (this is just the ldap libs)
openldap-clients-2.X.XX-X (basic client commands, ldapsearch)

The main complaint about all stock openldap installations from linux distributions
is that the openldap package tends to be old.
