ldapsearch's output is in an extended LDIF format.  LDIF requires
8-bit attribute values to be represented as

  <attribute type>:: <base64-encoded attribute value>

The fact that OpenLDAP's LDIF tools accept 8-bit values that are not
base64-encoded, is an extension, although probably a common one.
