So that should actually be part of my shutdown routine?  Or perhaps part of
my startup routine?

Actually, never mind, you are using a memory cache.

When you reboot, the shared memory segments holding the database 
environment are erased.  So you have to run a db_recover after reboot
for 
it to re-initialize those segments.
