Can't compile OpenLDAP 2.1.22 on Redhat 9

This might be a newbie question, but anyway...
I'm trying to compile Version 2.1.22-stable on a RH9 box.
with the "--with-tls" and "--with-cyrus-sasl" option.
OpenSSL is installed:
> rpm -qa |grep ssl
openssl096b-0.9.6b-12
openssl-devel-0.9.7a-20
openssl-0.9.7a-20
openssl096-0.9.6-23.9
Cyrus-sasl is installed as well:
> rpm -qa |grep sasl
cyrus-sasl-devel-2.1.10-4
cyrus-sasl-2.1.10-4
cyrus-sasl-plain-2.1.10-4
cyrus-sasl-md5-2.1.10-4
but "./configure" says:

Where the heck am i wrong?
