I don't see the relation to syslog ... ?
anyway, by upgrading my RH 9 to libtool:
libtool-libs-1.5-5
libtool-1.5-5
from rawhide source rpms, now openldap 2.1.22-5 compiles fine !

rpmbuid -ba openldap.spec
...
