If your box is Unix-like (you're running OS/X, which is FreeBSD?)
then it ought to be on UTC.

Never seen it happen on any of my boxen, so I'd suggest it's a Mac
thing (possibly syslog-related).

But not a change of 7 hours, surely?  Then again, the time code could
be buggy - it gets an NTP update, briefly switches to UTC, then back
again.

I'd suggest running the Mac on UTC and keeping it there.
