No. that version is fine, as we've said before.
Since I don't know what shell you run, we'll talk generic sh.
What happens when you do:
rm -f config.cache
CFLAGS="-O3 -I/opt/db4/include"
CPPFLAGS="-I/opt/db4/include"
LDFLAGS="-L/opt/db4/lib"
export CFLAGS CPPFLAGS LDFLAGS
./configure
Report the error if any, and perhaps a recursive listing of what's in
/opt/db4.
