Yes, but it's not empty. None of the explanations in the FAQ applies,
since 2.0.27 can read the directory quite happily. It's only 2.1.17
that has a problem here.
I've tried a couple of other versions of the 2.1.x branch and they all
exhibit the same behaviour.
