If slapcat doesn't work for you, try the command line "ldapsearch" tool. I was able to get an ldif dump of our very simple, one-level one-objecttype user direcctory via ldapsearch -H ldap://host -s "o=ourbase" "cn=*" Add -L or -L -L to get stricter ldif formats.
