No.  2.1.4 is the current "release" for general use.
HEAD is considered the development version.  2.1.x
will be marked "stable" once it demonstrates itself
as being more stable than the latest 2.0.x.

2.2, once release, will go through the same release
process as 2.1 is now and 2.0 went through.
