You specify them how the user application intends you to.
See the user application documentation (or forum) for
assistance. 

If you are designing your own user application, then it's
up to you to set these requirements.  As schema design is
should not be specific to a particular LDAP implementation,
general discussions regarding the topic should be taken
elsewhere (such as general LDAP list <ldap@umich.edu>).
