Slapd "too many files open"

I searched in the archive and found something about it in November...but it
doesn't seem anyone has solved it yet.

My question is...will an increase of file descriptor limit fix the problem
of too many TIME_WAIT lingering around?  (each for 4 minutes aka 2MSL before
the client drops the connection)
