problems with referrals in 2.0.7?

I'm currently experimenting with openldap2.0.7.
Somehow I can't get referrals to work as expected. It seems as if
ldapsearch doesn't pay attention to the base specified in the ref:
attribute. What is wrong with my setup?
$ ldapsearch -x -C -b "dc=de"
With loglevel 256 I get:

When putting dc=zuto,dc=de on a different host running openldap-1.2.11
(and adding -P2 to the ldapsearch cmdline) I get similar results.
