readonly means readonly no matter what?

I am looking for clarification.

When you specify readonly on, not matter what the database is readonly, even if
your access files allows writes?

Some like

slapd.conf

# This option puts the database into "read-only" mode. Any attempts to
# modify the database will return an "unwilling to perform" error.
readonly on

access to *
        by * write
        by * read

What wins? :-)
