The LDAPv3 "core" technical specification is viewed as including
Start TLS extended operation (RFC 2830).   However, it is elective
nor required.  That is, an compliant LDAPv3 implementation need not
support Start TLS.  Note that LDAP over SSL (ldaps://) is not part
of the LDAP specification.
