slapd.oc.conf /slapd.at.conf

I downloaded the OpenLDAP.
I found the slapd.oc.conf containing attributes that
are not listed in the slapd.at.conf.
Is it not necessary that attributes be defined in the
attributes before included in the objects?
The files slapd.at.cong, slapd.oc.conf are in
/usr/local/etc/openldap/ directory.
