I've been using Sympa, a majodomo-like list manager that will do LDAP queries

Each department has it's own list that pulls it's recipients from the LDAP
server using a filter (ou=<department name>).  As people are hired, fired,
or move from department to department they are automatically subscribed/
unsubscribed to the proper mailing lists. Works well for our needs.
