yes, it is ordered by "magnitude"

Year=2000
Month=08
Day=31
Hour=18 (6pm)
Minute=05
Seconds=59

I think the Z means Zulu or GMT.  By recording everything in universal time it
is easy for servers in diffrent time zones to compare time stamps.

I don't know that but it is a great way to sore time,  even "sort" can work with
this format.
