how to make base DN top of tree

Hi

I'm deploying a directory where it makes the most sense to construct
DNs like this:
o=ORG, c=C

And [as you might imagine] there's more than one country.

My question is, what would be the syntax [if it exists] for pointing
the base DN to the top of the tree. I would guess something like this:

ldapsearch -b / <filter>

but that's only a guess.

any suggestions or pointers appreciated.
