Kurt,
in this function, one of the objects (modp) is a LDAPMod structure,
not a slap_mod_list or so; in this case, the mod_bvalue is appropriate
because slapi code rearranges slap_modifications into LDAPMod
in a client API style. I think you should revert your change.
