build tools (autoconf/automake/libtool)

I updated the configure generation environment to what I believe
is a consistent set of tools.
	Autoconf 1.3+ (AnonCVS)
	Automake 1.4+ (AnonCVS)
	Libtool 1.3.3 (ftp)

The installed config.guess/config.sub are from Autoconf (AnonCVS).
Desired config.guess/config.sub changed should be submitted directly
to the autoconf group (which maintains config.guess/config.sub).

I've updated build/* and regenerated derived files using the
above tools.  I've updated both devel (HEAD) and release engineering
(OPENLDAP_REL_ENG_1_2) branches.

Please test!
