Well there is a draft rfc for the C API. 

The problem is that there are a lot of developers using the older two
API's (UMich and Netscape) because a) they where available and b) they where
documented in the only book available on the subject.

I think we need to continue to support one or the other to keep that old
code base working until we have a new API finished. 

I don't mind fixing my clients once, I just don't want it to be a continous
process trying to track a moving target.
