LDAPv3 and the -devel branch

Now that the Autoconf and NT code are committed to -devel,
it's time to get cranking on LDAPv3.  If you'd like to help
out, drop me a note.

The first goal is to update the libraries and tools as
needed.  We'll then working on the servers and the other
clients.

OBLIGATORY WARNING:

LDAPv3 development will be done on the -devel (HEAD)
branch.  As the API will be flux, developing against
-devel may be challenging at times.  If you want a
stable development environment, use -stable.
