Please upgrade to a supported release series (2.3 is not supported). 
Please upgrade to a current release (2.4.36 is the most recent release). 
2.4.23 as built by RedHat is known to have numerous problems.

If you cannot build OpenLDAP yourself, then I would suggest the packages 
from the LTB project, which have OpenLDAP builds of 2.4.36 for both RHEL5 
and RHEL6:
