If the main database is rooted at "", and you go to create an accesslog database
to set up delta-syncrepl replication, the modification is erroneously rejected
by cn=config:

ERROR: Unable to add accesslog database to freelancer.lab.zimbra.com - exiting
ldap_add: Other (e.g., implementation specific) error (80) additional info:
<olcSuffix> namingContext "cn=accesslog" already served by a preceding hdb
database adding new entry "olcDatabase={3}hdb,cn=config"

Inserting the accesslog DB in front of the existing database works as expected.
