As discussed with Howard, I'm going to drop the permissive modify bit.  I 
verified things work correctly without it, and having it could potentially 
lead to issues.

I also tracked down an ldif sorting script Matt Backes sent to me a while 
ago, and verified the LDIF matched after sorting with it.
