in a couple of places, LDAP_SERVER_DOWN is tested after client library error
codes have already been mapped to response codes (LDAP_SERVER_DOWN =>
LDAP_UNAVAILABLE).  As a consequence, delete and modrdn are not retried as
appropriate.
