It is implicit in overlay definition that overlay-specific directives
can only appear __after__ the overlay instantiation; overlays can be
instantiated only __before__ any database (global overlays) or inside a
database (per-database overlays).  Per-database overlays only act on
operations that are handled by the database they're instantiated in.  If
an overlay is not suitable either for per-database or global
instantiation, it refuses to be configured (it should, at least).

The clarification you request is not syncprov-specific, it's overlay-
wide.  So I believe your request is not acceptable as is.  If you think
generic overlay documentation needs clarification, I suggest you submit
a request for clarification of generic overlay documentation.
