I have configured an RHEL3 system with OpenLDAP 2.3.18 as a syncrepl and the
loglevel sync causes log entries of all updates.  I then converted it to a
delta-syncrepl consumer and although I still have "loglevel sync" in the
slapd.conf file, no delta-syncrepl changes are being logged.

I had expected that they would be logged.
