Hold on!  I must have mistyped something, because I recreated the
configuration from scratch by adding

database        relay
suffix          cn=replica-config
relay           cn=config massage
updatedn        "cn=Manager,dc=example,dc=com"

database        config
rootdn          "cn=Manager,dc=example,dc=com"
updatedn        "cn=Manager,dc=example,dc=com"

at the bottom of test003's slapd.1.conf and it seems to work just fine: I
can read/write as "cn=Manager,dc=example,dc=com" either from/to
"cn=config" or from/to "cn=replica-config".
