Looks like you got a "21==0x15==invalidSyntax" from parsing an entry in
back-ldif, which was turned in a "51==33==busy" by back-ldif.  I suspect
the attributeDescription "dc" you use in the rootdn is not yet known
when you start your system with only the back-config configured, if this
is the case.
