I think this code is broken since NEW_LOGGING was zapped.  The ordinal of the
log level, instead of the bitmask, is being ORed to the log level variable.

This is now fixed in HEAD.

The point to whether this feature should be maintained now that configuration
occurs via slapd-config is open.  I think it should remain as it provides the
capability to modify the configuration in a volatile manner, as opposed to
permanent modifications resulting thru slapd-config.
