Re: (ITS#4054) test010-passwd fails

I noted this in ITS#4051 since I believe the problem is the same. I 
think we'll close this ITS and keep all discussion there. There are a 
few other tests that fail now as well due to passwordModify changes and 
there's no point in filing multiple ITS's for them when there's only a 
single root problem.
