If you cannot telnet to that port, then slapd might not be running.  This
explains the rest of your problems.  Or, it may not be listening on that
port.  You don't provide enough information, and apparently there is no
indication of a software bug, but of software misuse.  Please redirect
requests for usage help on the openldap-software miling list, until you
come out with a clear indication of a software bug.
