syncRepl fails to replicate new trees (ITS#2948)

I created a new tree in my database (cn=operational,dc=stanford,dc=edu) on the
master. I then created an extention to this
(cn=ldap,cn=operational,dc=stanford,dc=edu), and 3 objects inside of that:
cn=ldap-dev1,cn=operational,dc=stanford,dc=edu
cn=ldap-dev2,cn=operational,dc=stanford,dc=edu
cn=ldap-dev3,cn=operational,dc=stanford,dc=edu
None of the above changes have replicated via syncRepl to the replica systems,
although changes on *existing* entries (non-HDB), and *additions* to existing
trees, work just find.
