RE: test020-proxycache failed (ITS#2814)
Yes, proxy caching and back-meta are unstable. There are a number of
outstanding ITS reports against both. In my own testing against HEAD, after
fixing a number of other problems, I found that inserting a small delay
(sleep 3) before the answerability queries produces the correct answers, but
I don't consider this an acceptable solution.
ITS#2687, #2718, #2787 are all relevant to the topic.
